MSF 4

MSF 4 has now replaced MSF 3, again the scope of the framework has been increased, and continues to include municipal engineering projects with no upper limit.

The MSF 4 framework contractors are:

  • Balfour Beatty
  • Eurovia
  • Galliford Try
  • John Sisk

MSF 3

MSF 3 replaced MSF 2 and the scope of the MSF3 framework was increased to include municipal engineering projects with no upper limit.

The MSF 3 framework contractors were:

  • Balfour Beatty
  • Eurovia
  • Galliford Try
  • Morgan Sindall

To date MSF 3 has delivered savings for members in the region of £8 million a year.

This framework closed to new schemes on 22 July 2022.

MSF 2

MSF 2 replaced MSF 1, the scope of the MSF 2 framework was increased to include a wider range of municipal engineering up to a maximum value of £25 million. The works were split into two lots and are listed below.

Lot 1 for schemes worth up to £5 million:

  • Aggregate Industries
  • Balfour Beatty
  • Eurovia
  • Galliford Try
  • Lafarge Tarmac/Carillion

Lot 2 for work costing from £5 million to £25 million:

  • Balfour Beatty
  • Galliford Try/Aggregate Industries JV
  • Lafarge Tarmac/Carillion

This framework closed to new schemes on 2 June 2018.

MSF 1

MSF 1 was the first framework contract developed by the MHA.

It was for highway schemes up to £12 million and closed to new schemes on 11 April 2014 after four successful years. During this time it was used by 13 Highway Authorities to deliver 60 schemes of a total value approaching £250 million.
